For Spokane County, WA, we prepared a report that compared alternative project delivery methods for a new advanced regional wastewater treatment plant. We then served as project manager to assist the County in the procurement of a design-build-operate contract for $130 million wastewater treatment plant. We coordinated the County team of legal, financial and technical experts in preparing the request for qualifications, request for proposals, proposal evaluation and contract negotiations.
We assisted Pima County, AZ in evaluating alternative delivery methods for expansion and upgrading of the County’s two major wastewater treatment plants. The County selected construction manager at risk for one of the plants and design-build-operate for the other plant. We assisted the County in preparing design-build-operate solicitation documents, evaluating statements of qualifications, evaluating proposals and negotiating the design-build-operate agreement.
We provided assistance to the Seattle Water Department as a member of the consulting team on the solicitation and evaluation of proposals for design-build-operate services for the 120 mgd Tolt River water filtration plant.
We assisted the City of Detroit, MI in evaluating proposals for design-build-maintain services for a 240 mgd water treatment plant.
For the City of Phoenix, AZ, we were a member of a multi-discipline (legal, construction, operations, engineering, financial) consultant team that assisted the City in evaluating alternative delivery methods for the design, construction and operation of a new 80 mgd Lake Pleasant water treatment plant. The City selected the design-build-operate approach. We then assisted the City in soliciting and evaluating proposals.
Facilitated two pre-design charrettes for Clark County Water Reclamation District. The first workshop evaluated location, type and phasing of membrane filtration and effluent disinfection/oxidation facilities. The second workshop evaluated alternative project delivery methods for the new facilities.
